The ground level of the building features open, flexible internal spaces that can be used for various functionalities. These could include markets, exhibitions, pit garages and support spaces for administration and precinct events. Level one and two will feature event or function spaces as well as operational and administration rooms.

The building is designed to be fully traversable, providing access via multiple entry points to walk along the top of the building and take advantage of panoramic views including the city, Swan River, Optus Stadium and Swan River bridges. A canopy along the western edge offers protection from sun and rain.
